How'd they get the $700billion figure?

I'm surprised no one has been asked how they came up with the $700billion figure to save Wall St. Well, here's the answer:

"It's not based on any particular data point," a Treasury spokeswoman told Forbes.com Tuesday. "We just wanted to choose a really large number."
